WEST PALM BEACH — A West Palm Beach community is once again facing uncertainty, and this time, residents say they had no warning.

Tenants at the Green Terrace condo complex on Georgia Avenue just south of Belvedere Road are being told they could soon be forced out as the property heads toward foreclosure over more than $1.4 million in unpaid water bills owed to the city.

Gina Goulart has lived in the building for the last eight years. She was devastated and broke down in tears when CBS12 News told her what was happening.

“You guys are coming with the news now, I’m upset," Goulart said. "I didn’t know about it.”

Goulart said she was blindsided and frustrated, saying tenants should have been given notice.

"This is something that you need a notice," she said. "You say, you guys need to move to another property. Don't just keep taking our money."

According to city officials, the condo association has racked up the debt over several years. Now, the city plans to move forward with auctioning the building, with part of the proceeds expected to go toward paying off what’s owed.

Goulart says she's reliving the same nightmare.

“One day I came home last year and there was a bunch of notices on everyone's door saying our water was going to get shut off,” Goulart recalled. “Now here we are again.”

While a city spokesperson says water service will not be shut off at this time, there is still no clear timeline for when the property could be sold — leaving many residents in limbo.

Some units at the complex are already empty, with padlocks on several doors.

Others, like Goulart and her children, are now scrambling to figure out their next move.

“Just pick up everything in one day and find a place within a week, it’s hard,” she said.

Goulart says she had been saving money and planned to move eventually, but not under these circumstances or on such short notice.

CBS12 News has reached out to the property manager and the homeowners association for comment but has not yet received a response.

In a statement, the City of West Palm Beach said:

“The Green Terrace Condominium Association has an outstanding water utility balance of $1,436,874.59. This amount reflects pre-bankruptcy debt tied to closed utility accounts as of the April 25, 2025 bankruptcy filing and does not include interest or filing fees.


A new utility account was established following the bankruptcy filing, and that account is current and paid in full.


The City is an active participant in the bankruptcy case and serves as the primary creditor. A foreclosure sale auction will take place in the near future, with a portion of the proceeds expected to go toward satisfying the City’s water utility liens.


As part of a court-ordered bankruptcy sale, the City would be required to release all liens if the payoff is accepted.

At this time, there will be no water shutoff.
