718.112
BYLAWS.
Board Meetings and Notices.
The bill provides that
an association board meeting may be conducted in person or by
video conference and the division
shall adopt
rules pursuant
to ss.
120.536
and
120.5
governing the
requirements for
meetings.

Paragraph (c)1 of subsection (2) relating to notice of board
meetings is amended to reflect that notice of video
conference board meetings requirements must include:\]
-
The notice must state that
such
meeting will
be via
video
conference and
must
include a
hyperlink
and a
conference
telephone number
for
unit owners to
attend the
meeting
via video
conference
-
the address
of the
physical location
where the
unit
owners
can
attend the
meeting in
person.
If the
meeting is
conducted
via video
conference,
it must
be recorded,
and such
recording
must
be
maintained
as an
official
record
of
the
association.
-
Other than as provided in the by-laws, the location of the
annual meeting of the unit owners has been reduced from 45
miles to within 15 miles of the condominium property or
within the same county as the condominium property.
-
A
unit
owner
may
vote
electronically
in
the manner
provided
ins.
718.128 if the unit
owner
meeting is
conducted
via video
conference.
-
Annual
meetings
of
the unit
owners
conducted via
video
conference requires a quorum
of
the members
of
the
board
of
administration to
be physically
present at
the
physical
location
where
unit
owners
can attend
the meeting.

The in lieu of
provision of a physical posting and broadcast notice
postings is deleted.
Educational Requirements.
The bill amends board member
education
requirements under
s.718.112(2)(d)5.b.
The bill requires that officers, directors and members of the
members certify that they have read and understand the governing
documents;
-
impose a 4-hour course live course requirement
including governance, inspections, budgeting and
elections;
-
annually complete 1 hour of continuing education on
legal updates and must comply by June 30, 2025, if
elected before July 1, 2025.
