In a Lake County community residents were lett with a $1,3-million lien against their clubhouse after their builder went bankrupt. The builder controlled the homeowners' association.

   
Steven Cluney: "There need to be laws established through legislation that protects homeowners as well as the HOA against situations like this.

There were complaints against overzealous condo commandos, unfair association elections and outrageous fees.

There is little the state can do, even in cases where the assocoayion is blatantly doing something wrong there is limited powers of enforcement.

"The mentality is always been that any law enforcement agency has said 'well, it's a civil matter because you're in an association. And that's going to change!"
