Trouble is brewing in a Pasco neighborhood over foreclosures by a homeowner's association.

A group of homeowners say they face liens on their homes and possible foreclosure for something as trivial as tall bushes. Others say they're accused of not paying fees when they have. Now, the issue is headed to court.
