Homeowners' Associations: Provides grounds for disciplinary actions against community association managers; revises requirements for maintenance, inspection, & copying of official records of association; requires budgets to designate permittable uses of reserve accounts; requires community association manager, or director or his or her designee in absence of community association manager, to report certain information to Division of Florida Condominiums, Timeshares, & Mobile Homes; provides requirements relating to contracts or transactions between association & director or entity in which director or officer is financially interested; prohibits officer, director, or association manager from soliciting or receiving certain personal benefits from any person providing or offering to provide goods or services to association; provides penalty; provides for removal of director or officer charged with felony theft or embezzlement offense involving association funds or property; provides for reinstatement of such person; requires association to maintain insurance or bond for certain purposes; provides & revises provisions relating to election of board members; requires associations to adopt internal dispute resolution procedures; provides minimum requirements for such procedures; repeals provisions relating to presuit mediation.
